Ghana’s Minister for the Interior, Alhaji Muntaka Mohammed-Mubarak, has announced that eight companies have applied for licences to cultivate industrial cannabis under the country’s regulated licensing regime. He stressed that only cannabis containing 0.3% tetrahydrocannabinol (THC) or less is permitted for industrial and medicinal purposes, while recreational cultivation and use remain illegal. The licences are issued by the Narcotics Control Commission under Ghana’s 2023 narcotics legislation.
The minister said the government continues to strengthen public awareness and drug control measures, noting that more than 2,170 awareness campaigns and radio programmes reached nearly 500,000 people in 2025. He added that drug prevention clubs have been introduced in schools, plans are underway to recruit drug intelligence officers across Ghana’s 261 metropolitan, municipal and district assemblies, and the Narcotics Control Commission aims to expand its presence from 66 local offices to nationwide coverage within the next five to seven years.
