The Malian and Moroccan governments are advancing plans for a garment manufacturing unit capable of producing 1,000 pieces per day under the “Modal Tex 2025” project.
The initiative, presented in Bamako by Twins Shop and API-Mali, seeks to boost Mali’s cotton sector—already the largest in West Africa with 690,000 tonnes produced in 2023-2024—by combining local raw materials with Morocco’s established industrial expertise.
The project aims to structure a competitive textile industry in Mali through modern infrastructure, skills transfer, and access to international markets.
While Mali’s cotton production is expected to decline by 17% in 2024-2025 due to reduced sown areas and climate factors, the partnership could reduce dependence on imported garments and promote “Made in Mali.” Morocco’s thriving textile industry, backed by industrial zones, skilled labor, and free trade agreements, is seen as a key lever for success.
Authorities in Bamako have welcomed the investment as part of their national industrial revival strategy, though the project’s rollout will depend on validating feasibility studies, securing financing, and finalizing technical and legal arrangements.
