AES and Russia Sign Pact Establishing Permanent Diplomatic Consultation Framework

The foreign ministers of the Confederation of Sahel States (AES) and Russia have signed a memorandum of understanding in Niamey establishing a permanent framework for diplomatic consultations, marking a new phase in their strategic partnership. The agreement was signed at the conclusion of the second AES-Russia ministerial session attended by Abdoulaye Diop, Karamoko Jean Marie Traoré, Bakary Yaou Sangaré and Sergey Lavrov.

The ministers reaffirmed their commitment to expanding cooperation in security, diplomacy, trade and economic development based on mutual respect, sovereignty and non-interference, while adopting a consultation plan for 2026–2027. 

The memorandum creates a permanent mechanism for regular consultations between the foreign ministries and reinforces cooperation on security, including Russia’s continued support for strengthening the armed forces of AES member states and the Confederation’s Joint Force.

The ministers also pledged closer coordination at the United Nations and other international organisations, while promoting economic cooperation through major investment projects and stronger ties between businesses.

The next round of AES-Russia ministerial consultations is scheduled to take place in Russia in 2027.
