Benin has begun assessing infrastructure and logistical needs ahead of plans to establish territorial development hubs across all 12 departments.
Decentralisation and Local Governance Minister Janvier Yahouédéou launched the nationwide tour on October 13, 2026, to identify suitable facilities and prepare for the rollout of the new administrative structures, according to an official statement.
The assessment will also cover the deployment of general delegates and their teams, as well as coordination with existing territorial administrations.
In Parakou, the first stop, Yahouédéou inspected the former prefecture and the Administrative City, which houses the new prefecture and departmental directorates.
The tour will continue in Kandi, Natitingou, Djougou and Dassa-Zoumè as the government works to establish the operational framework for the new hubs.
The exercise is intended to prepare the ground for the reform and strengthen coordination between the future development hubs and existing local authorities.
