Chad Launches First National Seminar on Decentralization Under Fifth Republic

Chad has inaugurated its first-ever national seminar on decentralization, spearheaded by the Ministry of Territorial Administration and Decentralization under the directive of President Mahamat Idriss Déby Itno.

Running until July 25 under the theme “Decentralization in the Era of the Fifth Republic,” the seminar gathers provincial delegates, local elected officials, and senators to deliberate on key governance issues.

Seven main themes are under discussion, including the relationship between the central government and local authorities, power devolution, legal oversight, and local administrative procedures.

The seminar follows the senatorial and local elections held on December 29, 2024, marking the operationalization of the decentralized unitary state outlined in the Constitution adopted a year earlier.

It aims to pave the way for a national roadmap to guide effective implementation of decentralization and foster more participatory governance.

The president emphasized mutual respect between state officials and local leaders, urging non-interference and collaboration to ensure smooth territorial administration.
