Experts Push for Grassroots Security Reforms to Tackle Insecurity in Nigeria

The Nigerian Government has been urged to integrate the Community Anchor Programme; a flagship initiative of Nalon Integrated Services, into the country’s existing community policing framework to strengthen security at the grassroots level.

The call was made by Dr. Stephen Okwori, a leading security strategist and researcher, in a statement made available to WAVN. He described the initiative as a timely and practical approach to tackling internal security challenges through citizen participation and youth engagement.

Dr. Okwori said the Community Anchor Programme demonstrates commendable foresight by promoting collaboration between communities and security agencies to prevent crime and enhance public safety.

“My conviction remains that crime is local, and sustainable solutions must begin at the grassroots,” he stated. “This programme provides a structure for mobilizing citizens, especially young people, toward peacebuilding and intelligence sharing.”

He commended the Executive Director, Ojochide Shaibu Shaibu of Nalon Integrated Services for engaging young people as active partners in tackling kidnapping, terrorism, banditry, and other crimes, noting that youth inclusion represents a smart shift from reaction to prevention.

Dr. Okwori further called for government policy support, funding, and public-private partnerships to expand the programme’s reach. With such backing, he said, the Community Anchor Programme could evolve into a national model for community-driven security, deepening trust and cooperation between citizens and law enforcement agencies.
