Former Senegalese Justice Minister Placed Under House Arrest Over Corruption Allegations

Former Senegalese Minister of Justice, Ismaila Madior Fall, has been placed under electronic surveillance and house arrest following his appearance before the investigating commission of the High Court of Justice (HCJ).

Fall is among five former ministers from Macky Sall’s administration whose impeachment resolutions were adopted by the National Assembly on May 8.

He is being prosecuted for alleged corruption and embezzlement related to a contract for the construction of an Electronic Surveillance Center.

A real estate developer involved in the project accused Fall of demanding 250 million CFA francs ($430,000), of which 50 million ($85,950) was allegedly paid. The developer and a senior official at the Ministry of Justice during that period have been taken into custody.

Fall, who served as Justice Minister between 2017–2019 and again from 2022–2023, previously acknowledged receiving the 50 million CFA francs but claimed it was returned.

His appearance comes a day after another former minister, Ndèye Saly Diop, was placed under judicial supervision after posting bail of 57 million francs.

The remaining three former ministers—Moustapha Diop, Aissatou Sophie Gladima, and Mansour Faye—are expected to face the committee this week. All are linked to a 2022 Court of Auditors report on Covid-19 fund mismanagement. The HCJ, which has rarely been activated in Senegal’s history, last convened for high-profile cases in 1962 and 2005.
