Ghana’s Parliament Reintroduces Controversial Human Sexual Rights Bill

The Parliament of Ghana has formally re-laid the Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill, 2025—commonly referred to as the Anti-LGBTQI+ Bill—paving the way for renewed debate.  

Speaker Alban Sumana Bagbin directed the Business Committee on February 10 to schedule the bill for consideration after determining that it meets constitutional and procedural requirements for reintroduction under the Standing Orders.  

His ruling followed a review to ensure compliance with Article 108 of Ghana’s 1992 Constitution, as required for private members’ bills. 

The move marks a significant stage in the legislative process after the bill previously stalled amid legal challenges and public controversy.  

Following the inauguration of the Ninth Parliament, the proposal was referred to the Office of the Attorney-General and the Ministry of Justice for assessment.  

Observations submitted by the Attorney-General were shared with the sponsors before the Committee on Private Members’ Bills and Motions unanimously recommended that the legislation be introduced for debate in the House.
