Ghana’s Speaker Orders Reintroduction of Anti-LGBTQ Bill in Parliament

Ghana’s Speaker of Parliament, Alban Sumana Bagbin, has directed the Business Committee to schedule the Human Sexual Rights and Family Values Bill, 2025—widely known as the Anti-LGBTQ Bill—for consideration by the House.

The decision follows the Speaker’s conclusion that the private member’s bill satisfies all constitutional and procedural requirements under Parliament’s Standing Orders.

The legislation, originally introduced in 2021 and passed by the Eighth Parliament in February 2024, failed to receive presidential assent and therefore lapsed when that Parliament was dissolved.

Following the inauguration of the Ninth Parliament, the bill was reviewed by the Attorney-General’s Office and the Ministry of Justice, with legal and fiscal assessments confirming that it does not impose taxes or create charges on the Consolidated Fund.

Nine Members of Parliament subsequently applied to reintroduce the bill, which was further examined by the Committee on Private Members’ Bills and Motions.

The committee unanimously advised that the legislation could proceed, noting that it retains its original objectives and does not violate constitutional provisions.

Based on these findings, the Speaker ruled that the bill is eligible for reintroduction and should be tabled for parliamentary debate.
