Guinea-Bissau Sets August 30 Constitutional Referendum After Military Transition

Voters in Guinea-Bissau will head to the polls on August 30 to decide on a proposed new Constitution introduced by the transitional authorities, nearly nine months after the military coup that brought General Horta N’tam to power.

A presidential decree issued under the Transition Charter and the newly adopted referendum law calls on citizens to vote “yes” or “no” on the adoption of the new Fundamental Law through a universal, direct, secret and personal ballot. 

The proposed Constitution seeks to replace the current parliamentary system with a presidential regime, granting broader powers to the head of state.

General Horta N’tam took power on November 26, 2025, after the military overthrew President Umaro Sissoco Embaló following disputed election developments.

While the transitional authorities say the referendum aims to establish a new institutional framework, some political actors and legal experts have questioned the legitimacy of institutions created following the coup.
