Mali and Guinea Strengthen Border Cooperation with New Agreement on Free Movement

Mali and Guinea have signed an agreement in Conakry aimed at removing obstacles to free movement and improving the regulation of transhumance, as part of broader efforts to enhance border security and economic cooperation.

The high-level meeting, held from August 12 to 14, 2025, brought together delegations led by Malian Minister for Malians Living Abroad and African Integration Mossa Ag Attaher and Guinean Security Minister Bachir Diallo.

Discussions addressed long-standing challenges such as road harassment, illegal taxation, administrative delays, document recognition, transnational crime, and intercommunity tensions that affect border communities.

The talks produced several recommendations, including stronger joint security controls, customs system interconnection, sanctions for corrupt officials, and mechanisms to mediate disputes quickly.

Both governments reaffirmed their commitment to the 2022 bilateral protocol on transhumance and agreed to establish a permanent consultation framework involving security forces, herders, and trade organizations.

With over 800 kilometers of shared border, Bamako and Conakry view the deal as essential for regional stability, trade flows, and conflict prevention in the face of insecurity in the Sahel and climate pressures. A follow-up meeting will be held soon in Bamako to review progress on the commitments.
