Mali Raises CFA 109.14 Billion for Infrastructure Through Mining Fund

The Malian government has mobilized CFA 109.14 billion between January 2025 and June 2026 through the Energy, Hydraulic and Transport Infrastructure Financing Fund, financed by mandatory contributions from mining companies and industrial quarry operators. Presented during the Fund’s first Steering Committee meeting in Bamako, the amount represents resources collected rather than investments already executed. Created under the 2023 Mining Code, the fund is financed through levies on mining revenues and royalties, with the government projecting annual collections of at least CFA 50 billion and a long-term financing capacity of up to CFA 500 billion for strategic infrastructure. Authorities said the fund is expected to support projects in the transport, energy and water sectors, including the modernization of roads and railways, the acquisition of ships, and the development of the state-owned Mali Airlines SA. However, no projects have yet been formally approved or costed. The initiative forms part of Mali’s broader mining sector reforms aimed at increasing national benefits from natural resource exploitation and is separate from the CFA 761 billion in mining-related arrears the government says it has recovered through audits. Officials pledged to publish annual reports on the use of the fund to ensure transparency and public accountability.
