Niger Partners with Libya to Modernize Biometric Passport and ID Systems

Niger has signed two agreements with Libya aimed at upgrading its biometric passport and national identity card systems.

On Friday, June 27, 2025, Niger’s Minister of State for the Interior, General Mohamed Toumba, formalized the deal in Niamey with Wissal Samtali, Director of the Libyan firm Al Itissan Al-Jadeed.

The first agreement covers the financing, construction, and maintenance of a system to issue secure polycarbonate biometric e-passports, along with the digital archiving of related files under a public-private partnership.

The second agreement focuses on the production of a new, secure biometric national identity card for Nigerien citizens.
