AES Adopts New Development Agency to Drive Regional Projects

The Integrated Development Authority of the Liptako-Gourma States (ALG) is undergoing a major transformation to become the implementation agency of the Confederation of Sahel States (AES), marking a pivotal step in regional integration efforts across the Sahel.

The decision was formalized during the 61st session of the ALG Council of Ministers, held via videoconference on Monday, under the chairmanship of Malian Minister Amadou Keïta.

The reform aligns with resolutions adopted at the 8th Ordinary Conference of Heads of State and Government in July 2025.

Originally established to coordinate development initiatives among Mali, Burkina Faso, and Niger, the ALG will now serve as the operational arm of the AES, responsible for managing and executing large-scale transnational projects. The goal, according to officials, is to enhance the efficiency, coherence, and impact of regional development programs.

During the session, ministers reviewed ALG’s activity reports, approved its 2025 budget, and endorsed ongoing structural and institutional reforms. They also adopted a new regulation establishing the ALG Transformation Oversight Committee, which will supervise the transition process and coordinate with other regional and international partners.

The restructuring aims to ensure that the ALG becomes a fully operational development agency capable of mobilizing resources and managing key initiatives in agriculture, water management, and infrastructure, areas critical to sustainable growth in the Sahel.

According to the roadmap, the transformation is expected to be completed by the end of 2025, with full operational rollout planned for the first half of 2026.
