Chad and Niger Adopt Strategic Partnership to Boost Security, Energy, and Infrastructure Cooperation

Chadian President Mahamat Idriss Déby Itno and Niger’s transitional leader General Abdourahamane Tiani have formalized a strategy to deepen bilateral cooperation in security, energy, infrastructure, and free movement.

The agreement was reached during President Déby’s 48-hour official visit to Niger, which began on August 6, 2025.

A joint communiqué adopted at the end of the first day highlighted commitments to enhanced defense coordination in the Lake Chad Basin, economic collaboration, and infrastructure development.

The visit marks a continuation of diplomatic efforts by Chad since the 2023 political crisis in Niger, including previous mediation missions and ministerial exchanges.

In the security sector, both leaders agreed to convene defense experts to strengthen legal frameworks for combating armed groups.

Economically, Niger will supply diesel to Chad under a transit arrangement while negotiations for a customs agreement and cross-border pipeline construction are fast-tracked.

The leaders also praised progress on fiber optic interconnection and pledged to improve digital infrastructure access, including data center links and submarine cable sharing.

They reaffirmed commitment to the Salkadamna energy project and the Trans-Saharan Highway, and announced upcoming agreements in trade, anti-fraud measures, and youth entrepreneurship support.

The deal comes amid regional shifts following the dissolution of the G5 Sahel and Chad’s planned exit from defense accords with France.
