The Democratic Republic of the Congo’s Minister of State for Justice, Constant Mutamba Tungumba, has been formally prohibited from leaving the capital city, Kinshasa, as part of an ongoing legal investigation into alleged misappropriation of public funds.
This development follows a decision by the Attorney General at the Court of Cassation, Firmin Mvonde Mambu, who issued an official directive to the General Directorate of Migration (DGM), instructing that Minister Mutamba be restricted from travelling outside the city.
The case centres on a controversial $19 million advance payment made in April 2025 to Zion Construction, a firm reportedly lacking the capacity to execute the planned construction of a new prison in Kisangani.
The restriction stems from legal proceedings initiated during a plenary session of the National Assembly on Sunday, 15 June. Out of 363 lawmakers present, 322 voted in favour of authorising legal proceedings against the Justice Minister, while 29 opposed the move and 12 abstained.
The vote was conducted in accordance with Articles 153 and 166 of the national constitution. Prosecutors allege the payment was made into an unauthorised private account and that no construction work has commenced to date.
A special parliamentary committee established on 11 June to assess the case concluded that there were significant procedural violations.
