Ghana’s College Tutors Threaten Nationwide Strike Over Unpaid Allowances

The Colleges of Education Teachers Association of Ghana (CETAG) has given the government until the end of October 2025 to fully implement a legally binding labour award; or face a nationwide strike affecting all 46 Colleges of Education.

In a statement issued on Monday, the association accused the government of a “persistent failure” to comply with an arbitral award handed down by the National Labour Commission (NLC) on May 2, 2023.

The decision was intended to resolve longstanding disputes over compensation and working conditions for tutors across the country’s colleges of education.

CETAG expressed frustration that, despite repeated meetings and government assurances, the 2023/2024 Book and Research Allowance arrears, agreed upon with the Ghana Tertiary Education Commission (GTEC) in April 2025, have still not been paid.

The group noted that the funds were to be disbursed alongside the 2024/2025 allowances, but payment has been “inexplicably delayed.”

CETAG stressed that the NLC’s arbitral award is legally binding and not open to government discretion, describing the ongoing delays as a breach of trust and a violation of Ghana’s labour laws.
