Malian Government Formalises New Transitional Charter with Renewable Five-Year Mandate

The Malian government has formalised a new Transitional Charter, setting a renewable five-year mandate for the transitional leadership until the country is fully pacified.

The revised charter, unanimously adopted by the National Transitional Council (CNT) on July 3 and promulgated by Transitional President General Assimi Goïta on July 8, 2025, allows for a shorter transition if conditions permit credible and peaceful presidential elections.

It complements the 2023 Constitution, redefines the mission and structure of transitional institutions, and affirms constitutional supremacy in cases of conflict with the charter.

The new text grants eligibility to the transitional president, government members, and CNT advisors to contest future general elections and outlines governance principles such as patriotism, merit, transparency, and national reconciliation.

Key priorities include restoring territorial security, rebuilding state institutions, reforming education, ensuring good governance, and organizing elections.

The CNT remains in place with 147 members from diverse sectors, and the prime minister continues to be appointed by the transitional president. The reform reflects recommendations from national dialogues and aims to stabilise the country amid ongoing security challenges.
