The Nigerien Ministry of the Interior has revoked the operating licenses of two NGOs, ACTED and Action Pour le Bien-Être (APBE), effective immediately.
The decision was formalized in Orders No. 01208 and No. 01209, signed on November 12 by General Mohamed Toumba.
ACTED, which has operated in Niger since December 2022, and APBE, present since 2009, must now halt all activities in the country.
This move is part of a broader review of the operational framework for NGOs, initiated by the National Council for the Safeguarding of the Fatherland (CNSP), which has governed Niger since July 2023.
General Toumba recently held discussions with representatives from Plan International and the Hanns Seidel Foundation. Plan International has long been active in education, health, child protection, and youth empowerment, while the Hanns Seidel Foundation focuses on institutional capacity building and governance.
The meetings aimed to ensure that NGO activities align with CNSP priorities to better serve Nigerien interests.
In March, the Ministry had reminded NGOs of legal obligations, including the annual submission of activity reports by March 31, as outlined in the Standard Memorandum of Understanding (PAT 2022-2026) and Decree 2022-182PRN/MAT/DC. Non-compliance with these requirements could lead to sanctions as specified under Article 60 of the PAT.
