Senegalese President Bassirou Diomaye Faye has filed a constitutional challenge before the Constitutional Council against Law No. 18/2026 revising the Constitution, arguing that the procedure used by the National Assembly to adopt the text violated constitutional requirements.
The appeal was officially registered on July 6, 2026, under number 6/C/26, by lawyer Cheikh Ahmadou Ndiaye on behalf of the Head of State.
In his request, President Faye asked the Constitutional Council to examine the case urgently and issue a decision within eight days, in line with the provisions of the organic law governing the institution.
The presidency submitted sixteen supporting documents, including the contested law, exchanges between the Presidency and Parliament, government amendments, the Justice Minister’s parliamentary address, as well as records of legislative debates.
The file also contains previous constitutional rulings, including decisions from the Senegalese Constitutional Council. The referral marks a new stage in the review process, with the Constitutional Council now expected to determine whether the adoption process of the constitutional amendment law complied with legal and constitutional provisions.
