Malian President General Assimi Goïta has officially received Elly Prosper Arama, the newly appointed provisional administrator of the Integrated Development Authority of the Liptako-Gourma States (ALG).
Arama’s mandate follows a decision by the heads of state of Mali, Burkina Faso, and Niger during the 8th session of the Confederation of Sahel States (AES) summit on July 11.
The reform outlines the transformation of the ALG into a Regional Executing Agency by December 31, 2025, with an institutional audit already commissioned to guide this process.
Arama, formerly Mali’s Director of Public Debt, takes over from Hawa Aw as Acting Executive Secretary and will lead strategic reforms including new governance structures and the formation of expert committees from the three member states.
The restructured agency is expected to drive impactful initiatives across agriculture, energy, infrastructure, and security in the Liptako-Gourma region—a fragile area at the heart of regional security concerns.
The move is considered key to enhancing AES-led integration and asserting regional sovereignty.
